i have a client that has abc torrent, i want to control the amount of bandwidth that client receives.?

im using a windows 2000 advance server with a peer to peer setup without any active directory/domain. im only using a workgroup to share my internet connection. one client of my network is usng abc torrent and its suckng out all of our bandwdth. is
