How to fix a MIssing Operating System error?

I tried reformatting my old Toshiba laptop (which I have done several times over the past 8 years successfully), however this time I am getting the message that the my operating system is missing. Just wondering if there is any other option I can try

yes set boot in bios for cd boot
recovery cds yes use it
